The Department of Transportation is reviving the push for modernizing public utility vehicles after the project slowed to a halt during the Duterte administartion because of the pandemic.


Much of the longstanding backlash against the program comes from the fact that driversfeeding poor families refuse to shoulder the P2.4 million price tag of a modernized jeepney, with many of them calling for a just transition instead of leaving them to shoulder the cost on

their own.


Transport workers are split on the issue. Some have chosen to comply with the government on the condition that the transition to modern jeepneys is just and takes into account the conditions and welfare of drivers, but groups like PISTON have rejected the program altogether.


However, the government says the vehicles are environmentally damaging and wants to replace them with more modern alternatives. Operators have been told to join cooperatives or corporations before the end of the year as part of modernization plans, so that the sector is less fragmented.


Operators and drivers fear new guidelines could push out smaller operators and say the cost of upgrading vehicles will be completely unaffordable. A traditional jeepney costs between 150,000 to 250,000 Philippine pesos (£2,266 to £3,777), while a modern jeepney that is Euro 4- compliant can cost as much as 2.5m pesos (£37,723). The 160,000 peso subsidy (£2,414) offered by the government isn’t enough, according to drivers, who are already struggling to recover from the impact of pandemic-related lockdowns, and the rising cost of fuel.


“It’s OK to have modernization for those who have money,” jeepney driver Benito Garcia told the Associated Press at a protest on Monday. “But for us jeepney drivers and operators, we cannot afford.” A jeepney driver’s average daily take-home pay is 755 pesos (£11.69), according to data cited

by Senator Grace Poe.


Manibela, one of the transport groups that announced the strike, said about 80% of the

jeepney operations in Metro Manila were affected.

The Public Utility Vehicle Modernization (PUVM) Program of the Philippines aims to transform the road sector of public transport through the introduction of safer and climate-friendly vehicles, improved regulation, and industry consolidation. The program aims to improve the urban quality of life, reduce economic losses due to time lost in travel, reduce health costs and premature deaths, reduce greenhouse gas (GHG) emissions and improve the economic situation of the operators and industry by improving service quality levels.

According to (Mariano, 2018) , Public transport could be a significant part of a more climate-friendly transport system but it is lacking all preconditions to reach its potential. The highly fragmented public transport system is dependent on outdated, often small-scale road-based vehicles and is dominated by jeepneys (approx. 200,000 in the Philippines, wherein approx. 55.000 in Metro Manila alone). Even with increasing car ownership, the jeepney sector still maintains its high ridership levels. Jeepneys count for approx. 40% of all motorized person trips in the Philippines, or about 40 million person- trips per day, which make them one of the biggest contributors of GHG emissions in the transport sector. The high modal share of jeepneys is due to its relative affordability (the base fare for a jeepneys ride is USD 0.15), and as well to the lack of any better alternatives. Other public transport vehicles include buses (approx. 5000 in Metro Manila, 20.000 in the Philippines), taxis, Asian Utility Vehicles (express point-to-point service), and motorized or pedal-powered tricycles.
